Body:

 Present were:  Village Trustees: Kenneth Coppola, Robert Bennett, Diane Loeven, and; Christine DiPoalo, Howard Dallow, Mary Beth Horzepa, Tony Coppola, Mike Coppola, Kathy Coppola, Skip Coppola, Charles Rubin, Jim Gray,(Trustee, Ike Palmer was excused)

 

Mayor Wona   opened with the Pledge of Allegiance to the Flag and called the meeting to order at 7:00 p.m. Mayor Wona reminded everyone that the meeting was being recorded.  Please remember to keep all comments to audience participation.  There will be a limit of 5 minutes per person.  Please turn off all cell phones and electronic devices.

 

CORRESPONDENCE:

  • Letter from NYS Employees Benefits Division re: 2013 Patient-Centered Outcomes Research Institute Fee. The Village of Otisville Fee is approximately $20.00

TOWN OF MOUNT HOPE: No Report

TRUSTEES’ REPORTS:

 

Diane Loeven’s Report:

TOWN OF MOUNT HOPE & MHPD

  • Highway Dept. doing very well selling surplus equipment on the auction site;  most items bringing up to three times what Dean anticipated
  • July 12th – another Open House at the Old School – 9 a.m. to noon
  • I will be sending electronic copy of Village Newsletter to all Town Board members who are not Village residents and to the Police Chief
  • Fence to be installed for Dog Park

SUMMER RECREATION

  • 16 counselors selected
  • Contract has been sent to Mayor and Supervisor for review before start of Camp we will be asking the trustees for approval this evening
  • Still working on Infection Control Program required by Dept. of Health
  • Asking Dean and Frank to coordinate resources to help move supplies and equipment to the school on June 30th;  counselors will be available to help;  coordinate through Lisa

VILLAGE NEWSLETTER

  • Christine could use a couple of volunteers to help fold, tape and stamp

ANNUAL COMMUNITY YARD SALE

  • Yard Sale Committee will have work session next Thurs to prepare postcards for mailing to residents – thanks to Christine & Regina for their help
  • Info sent to Town and Village clerks for posting on the websites
  • MHPD and Fire Chief will be invited to next meeting – July 10th – 9a.m.

AUDIT ASSIGNMENTS

  • Bob and I still waiting for Accountant to complete the preliminary Annual Report; we will meet with her to audit the Village Financial records at that time

CAB (Community Advisory Board to the State and Federal Prisons)

  • Bi-Annual election of officers held.  I am again the Chairperson;  Kathy Coppola is 1st Vice-Chair & Karen Chapin is 2nd Vice-Chair;  Kathy Grabowski is Secretary
  • State prison is working on pressure reducing valves to rectify problem of too much pressure coming into the system from the water tower
  • They posted and submitted the annual Water Quality to the state
  • They will be conducting escape drills in the coming months;  MHPD will be notified prior to the drills
  • FCI will be conducting a joint emergency response team drill at their Training Center with Hostage Negotiation Teams, SORT Teams, and Disturbance Control Teams from various federal facilities.

 

Robert Bennett’s Report:

  • There is a new, New York State Labor Law regarding fire fighter safety. The Otisville fire Dept. already owns the necessary ropes and some of our fire fighters have already gone through an all- day class on how to use the ropes.

 

Kenneth Coppola’s Report:

  • Recycling cans have been placed at the Little League Fields. Ken has advised the Little League that the cans most be monitored.
  • The Veterans Memorial Park will be used on June 22nd for the VFW Poker Run
  • The pool at 42 Highland Avenue was check the day after the last meeting, the pool was ”bone dry” The issue is being taken care of

 

Ike Palmer’s Report: Ike was excused report was read by Mayor Wona

·         DCO (Dog Control Officer)

Spoke with Tom Yonskie on 6/16/14 – So far everything has been quiet for the month of June.  He did mention a young bear sighting in the area, so be aware and keep a tight lid on your garbage cans, don’t become an enticing area for bears to feed.

Also, as a reminder the warm weather has arrived, if you are travelling with your pet be mindful of your car’s interior temperature.  In can get exceeding hot in a very short period of time.  E.g. If the temperature is 80ºF outside, in 10 minutes the temperature in your car can climb to 99ºF, and in 30 minutes 114ºF. 

 

·         Orange and Rockland Municipal Streetlight Program

We have submitted our letter of request to participate in the 2% Streetlight Replacement Program for this year.

 

·         Audit Assignments

Cash Receipts have been completed.   

 

ATTORNEY REPORT:

FIRE OFFICERS AND CHIEFS ELECTION

  • Howard suggests passing a Local Law setting a date for an Election for this year. The law should also state: starting in April 2015 the law should be set back to the Election being held on the first Tuesday of April as Village Law states
  • After the election the elected officers must still be ratified by the Village Board
  • It was decided by the Trustees that a Public Hearing will be held on July 3rd at 6:30 in order to set a date for the Fire Dept. Election

POOL AT 42 HIGHLAND AVENUE

  • The language in violation should quote Section 6 Paragraph B of the property maintenance law. The violation must inform the owner that the Village will remove the problem if it is not taken care of in 10 days and the expense will be levied onto the owner’s property taxes. We should create a form that follows these guidelines for all future violations
  • If the violation is not cleared up, we will have a Public Hearing to approve the removal of the pool
  • Diane Loeven brought up the violation that there are 2 junk vehicles in the yard which should also be mentioned in the violation

DPW REPORT:

  • Water Report for the month of May: Village usage was 53,117 OCF usage was 182,409
  • The grass has been cut at the Little League Field, Park, Cemetery, and intersections
  • We mailed and hand delivered several letters to the residents near Shobl Street updating them on the work schedule for the street reclamation and paving due to weather issues
  • Worked on getting Schobl Street ready for the cold mix paving
  • On June 16th Frank called the Orange County DPW on the following complaints: Cross walk lines on Highland Ave, plates on Bridge. Steve Heater told Frank the cross walk would be painted before school starts again. He also told Frank the Bridge is fine
  • The Mayor asked Frank to look into the leaning railroad pole behind Mick’s Deli. Frank made 10 phone calls between the MTA, Norfolk Southern and New Jersey Transit, and Metro-North trying to get the issue resolved none of the organizations wanted to take responsibility for the pole.
  • On June 18th the cold mix paving of Schobl Street was started, but due to the rain, the job will have to be finished on Monday.
  • Frank drove around the Village this week and made a list of the properties with long grass
  • Frank asked the Trustees to make a decision regarding the riding mowers for the Park. We are supposed to be purchasing the mowers with the grant money. We have not received the full application and details of the grant yet, but we were notified several months ago that we had been awarded the grant. The clerk spoke to Senator Bonacic's office earlier in the week and was told that the grant was a reimbursement grant. The Trustees approved the purchase of the mowers, since our current equipment is failing.

 

FIRE CHIEF’S REPORT:

  • Per the Dept. of Labor, we need to provide escape ropes to the firefighters. We have plenty of the equipment but we need to provide training. Some of the firefighters have already had the training.
  • CPR class has been completed. 10 people attended
  • The chief found a new company to provide the OSHA physicals prices as follows: 12 or more people -$90.00 each, 8-11 people $100.00, 7 or less $110.00. A FIT test is $20.00, a DOT card is $25.00. The Board agreed that it would be OK for the Village to pay for DOT cards as long as the person is a potential driver

MAYOR’S COMMENTS:

  • The company who installed the furnace at the firehouse came in to check the furnace. The atmospheric temperature was reset, and the furnace seems to be working better now. There is a possibility of a bad zone valve, but the weather has to be colder in order to check that.
  • After the last workshop, the Mayor contacted John Mancini of NYCOM re: joint municipal fire district. The Mayor received some information which he has forwarded to the Board members. He will continue to review the information.
  • The body of the Sanitation truck is rotting. Frank has provided the Mayor with estimates to refurbish the body of the truck: $24,246.47 and to replace the body completely the price is $66,000.00 The cost of a new truck would be over $200,000.00 The Trustees have been provided with a copy of the estimates for their review.
  • Re: The leaning pole behind Mick’s after Frank was given the run around by various agencies, the Mayor called Assemblywoman Gunther’s office. Assemblywoman Gunther’s office put Mayor Wona in touch with someone who gave Mayor Wona a contact at Norfolk Southern’s Real Estate Office. MTA and Norfolk Southern are now deciding who is responsible for the pole. The area around the pole has been cordoned off by the Village DPW.

 

AUDIENCE PARTICIPATION:

  • Mike Coppola reported there are some poles and wires on Walker Street which he believes belong to O&R which also need to be checked.
  • Mike also would like to know if the house at 41 Field Rd has a permit for the new roof.
  • Mike also said there is a house on Highland with scaffolding, having work done that he does not believe has a permit.
  • Kathy Coppola inquired regarding the training requirements of the DPW for usage of the machinery. Kathy said she witnessed something in the village recently, but did not want to put in a complaint.

 

OLD BUSINESS:

A. Surplus Fire Vehicle, Mini Pumper: We are still waiting for the title for the Mini-pumper.
